Procedure for issuing certificates of circulation EUR 1, EUR MED and ATR. Procedure through the AIDA portal and extension of pre-authentication

Dear Customers,

We wish to inform you that, with regard to the procedures for issuing certificates of circulation EUR 1, EUR MED and ATR, the Customs and Monopolies Agency, with circular no. 2/2021, established that, with effect from 19/01/2021, it is mandatory to proceed only with the request for issuing the aforementioned certificates electronically via the AIDA portal.

With this provision, the Agency also clarifies that they will provide at a later stage the operating instructions for managing the certificate printing, so as to allow the complete disposal of any stocks of forms in the availability of the operators. In light, however, of the persistence of the epidemiological crisis from COVID-19 and the extension of the state of emergency ordered by the National Authorities, the same circular has provided that it will be possible to proceed with the pre-validation of the EUR 1, EUR MED and ATR certificates until as of 30/04/2021.

This means that, in the absence of further extensions or changes, starting from 01/05/2021 the entire process of requesting and issuing the certificates in question must be carried out exclusively electronically via the AIDA portal. Therefore, starting from the 01/05/2021, the data that will be reported on the certificate will be totally taken from the data included in the customs declaration, with the consequent impossibility of being able to issue a certificate with different data than those included in the exit form, with the inevitable repercussions for requests for the issue of said certificates with indications or information details or additional to those present in the customs declaration.

In order to minimize the risk of running into operational time delays, we recommend our clients to be aware about the need to obtain, in the shortest possible time, the status of approved / registered exporter.
